Halal & Islamic Social Finance Researcher | Women’s Empowerment Advocate |Academic Leader in Waqf and Halal Innovation

 Lu’liyatul Mutmainah (Luly) is a millennial lecturer and researcher specializing in innovations in Islamic social finance and the halal industry, particularly in the field of Halal Quality Management at the University of Siliwangi. Since 2018, she has also been actively involved with the Waqf Center for Indonesian Development and Studies (WaCIDs), where she helped build a volunteer organization system for waqf education. She currently serves as Vice Chairman I (General Affairs) and researcher at WaCIDs.
Luly pursued her Bachelor’s degree in Islamic Banking at State Islamic University Sunan Kalijaga Yogyakarta and went on to complete her Master’s degree in Islamic Economics and Finance at Universitas Indonesia with a full scholarship from the Indonesia Endowment Fund for Education Agency (LPDP).

 Beyond her formal education, she has enriched her expertise through various international training programs, including the Islamic Economics Training Centre (IETC) at the International Islamic University of Malaysia (IIUM), the International Training for Young Islamic Economic Leaders (IT-YIELds) at Universitas Muhammadiyah Yogyakarta, the Islamic Economics Winter Course at IPB University, and the International Institute of Islamic Thought (IIIT) Malaysia.

Her passions extend beyond teaching and research into community engagement, especially women’s empowerment initiatives. She actively promotes knowledge on productive waqf and the halal ecosystem—both of which support strategic and priority sectors—through conferences, seminars, and webinars at national and international levels. Her dedication has earned her numerous honors and research grants.

As a researcher, Luly has authored and co-authored publications in books, book chapters, and academic journals. She has also collaborated on research projects across local, national, and international platforms. In addition, she contributes to academic development as a journal editor and reviewer. Her professional credibility is further supported by competency certifications as a waqf manager (nazhir waqf) and halal supervisor.

Some of her notable research and community service projects include: Optimizing Productive Waqf for Halal Tourism Development; Does Financial Technology Improve Intention to Pay Zakat during National Economic Recovery?; Documentation of Digital Waqf at the Prabu Geusan Ulun Museum (Kedaireka, Ministry of Education, Culture, Research, and Technology); Islamic Fintech Solutions for Least Developed Countries (LDCs) with the Indonesian Fintech Syariah Association & UNDP Istanbul; Proposing Islah Index for Islamic Social Institutions; Exploring the Potential Benefit of Tamanu for the Green Waqf Project; Intention of Generation Z to Visit Halal Tourism Destination in West Java; Revitalizing Communities through Mosque-Driven Circular Economy Models; and several women’s empowerment initiatives through local farming, digital marketing, and food innovation projects.
