Given his distinguished expertise in Islamic leadership, we would be deeply honoured to benefit from his insights as our third panelist. We would be especially grateful for his reflections on the theme, “Building the Halal Economy: Leadership in Trade, Finance & Business,” with particular emphasis on addressing the following key questions:
What practical steps can Muslim leaders take today to drive real economic empowerment within the Ummah, particularly in underserved and marginalised communities?
How can leaders move beyond charity-based models toward sustainable economic development through entrepreneurship, investment, and institution-building? What role can tools such as waqf, zakat optimisation, and community-based enterprises play in creating long-term economic resilience?How can Muslim leaders balance profit-making with their responsibility to uphold Islamic ethical values in business and finance?
In highly competitive and profit-driven environments, what frameworks or principles can guide leaders to ensure that their business practices remain aligned with halal, justice (ʿadl), and trust (amānah)? How can they avoid compromising values while still achieving growth and sustainability?What does truly ethical entrepreneurship look like in Islam, and how can it be implemented effectively in modern, competitive markets?
Beyond avoiding the haram, what defines a business that is genuinely rooted in Islamic ethics? How can entrepreneurs integrate sincerity (ikhlāṣ), social responsibility, and fairness into their operations while remaining competitive and innovative?How can we develop sustainable, Shariah-compliant economic systems that are not only viable but also scalable at a global level?
What are the key structural, financial, and governance elements required to build systems that go beyond niche markets and become mainstream alternatives? How can Islamic economic models compete with, or offer viable alternatives to, conventional global financial systems?What role do collaboration, unity, and strategic partnerships among Muslim businesses and financial institutions play in strengthening and expanding the halal economy?
How can fragmentation within the Ummah be addressed to build stronger economic ecosystems? What models of cooperation—locally and internationally—can enhance collective impact, drive innovation, and position the halal economy as a global force?

About Dr. Ibrahim Bulushi
Dr. Ibrahim Bulushi is a highly experienced academic and leader specializing in Islamic jurisprudence, Islamic finance, and institutional development. He is currently the Chief Executive Officer of the Wakf Commissioners of Kenya and holds several influential roles, including membership in the Shariah Supervisory Council of Takaful Insurance of Africa and the Union of NGOs of the Islamic World. He is recognized for his strong leadership, strategic thinking, and ability to contribute to both academic and organizational growth.
He holds a PhD in Islamic Jurisprudence and Islamic Commercial Law from the International Islamic University Malaysia, along with a postgraduate diploma in Islamic Banking and Insurance and a Master’s degree in Islamic Studies from the UK. His academic background is complemented by extensive teaching and research experience, including roles as a lecturer, graduate research assistant, and Dean of Students Affairs at Umma University.
Throughout his career, Dr. Bulushi has been actively involved in education, community development, and humanitarian work. He has served in advisory roles on Islamic finance, commercial law, and financial transactions, while also leading and participating in various international organizations and initiatives. His work reflects a strong commitment to community empowerment, capacity building, and the advancement of Islamic education and financial systems.
In addition to his professional roles, he has contributed to academic research and publications in areas such as Islamic banking, zakah, and risk management. He has participated in and presented at numerous international conferences and workshops, and has achieved recognition through certifications such as a Certified Professional Mediator. Fluent in multiple languages, including English, Arabic, and Swahili, he combines academic expertise with practical leadership and global engagement.
